DEVELOPMENT PROSPECTS OF RESEARCH UNIVERSITIES IN AZERBAIJAN: STRENGTHENING SCIENTIFIC POTENTIAL

Abstract. In the modern era, the role of higher education particularly research-oriented universities in the socio-economic development of countries is rapidly increasing. Research universities go beyond traditional teaching functions and play a crucial role in advancing scientific research and applying innovations, thereby making significant contributions to societal progress. Transitioning to a research university model requires meeting specific criteria in institutional, academic, and infrastructural areas. In Azerbaijan, the development of research universities is among the priorities of national education policy. Key criteria in this regard include international indexing of scientific publications, doctoral program capacity, participation in grant-funded projects, and the availability of modern research infrastructure. This article explores the concept of research universities, examines international experiences and national policy approaches, and highlights the importance of these universities in building a knowledge-based economy.
