INNOVATIVE MODELS APPLIED IN THE MANAGEMENT OF THE
EDUCATION SYSTEM
Abstract.
It would be good to focus on ensuring the quality of educational activities
that determine the educational and personal achievements of students as
criteria for the effectiveness of management innovations on a national scale.
At the level of management of the education system, the strategy of innovative
behavior can be changed from active-learning to active-adaptation. In the first
case, the management system is oriented towards changes within education, aimed
at adapting to changes in the external, social, cultural, legal, economic
environment. In the second case, innovation at the management level is not only
aimed at changing the education system in accordance with the requirements of
the external environment, but also affects the external environment for
education in order to use its capabilities to implement educational goals. The
active-adaptive innovation strategy is more suitable for the high pace of
change in society. When the management bodies of education act as a customer in
relation to other regional systems, it represents the leading method of
implementing state policy in education. Thus, by creating conditions for
changing the environment within the education system, the possibilities of
purposeful influence on the external environment for education are realized. A
systematic strategy predicts changes in educational requirements in the future,
uses a program-targeted planning method for the medium and longer term,
identifies priority areas and parts that allow for the reorganization of education
as a whole, and ensures the connection and coordination between various
innovations.
