THE EFFECTIVENESS AND CONTINUOUS DEVELOPMENT OF THE
EDUCATOR EVALUATION PROCESS
Abstract. The article analyzes the essence,
objectives, and effectiveness criteria of the teacher certification process,
and comparatively examines both Azerbaijani and international practices. The
primary function of this process is to assess teachers’ knowledge, skills, and
competencies against normative standards in order to stimulate their
professional development. It is noted that the Azerbaijani model is designed in
accordance with the national context, based on the principles of transparency,
objectivity, and development orientation. Consequently, teacher certification
is considered not only as an assessment tool but also as a strategic mechanism
ensuring the sustainable development of education quality.
