INNOVATIVE DEVELOPMENT MODEL OF SECONDARY SPECIALIZED EDUCATION INSTITUTIONS BASED ON HEYDAR ALIYEV’S EDUCATIONAL CONCEPT
Abstract. This article analyzes the
innovative development model of vocational and secondary specialized education
institutions based on the educational concept of Heydar Aliyev’s. The study
examines the key challenges faced by modern education systems, including the
need for skilled workforce development aligned with labor market demands,
digital transformation, and quality improvement in education. The theoretical
foundations of Heydar Aliyev’s educational policy and its role in shaping the
national education system are discussed in detail.
The
paper also provides a comprehensive analysis of the innovative development
model of vocational education institutions. The main components of this
model—competency-based curricula, modular education systems, dual education
approaches, integration of digital technologies, and cooperation with
employers—are systematically explored. Furthermore, international practices and
recommendations from global organizations such as UNESCO, OECD, and the World
Bank are evaluated comparatively.
In
addition, the article focuses on Azerbaijan’s experience, highlighting the
implementation of state strategies and legal frameworks in the development of
vocational education institutions. The findings indicate that the adoption of
innovative development models enhances educational quality, improves graduates’
employability, and contributes to human capital development. Overall, the study
concludes that Heydar Aliyev’s educational concept remains a fundamental basis
for the sustainable and competitive development of vocational education systems
in modern conditions.
