HINDERING THE EFFECTIVENESS OF THE NATIONAL QUALIFICATIONS FRAMEWORK AND THEIR
IMPACT ON THE ORGANIZATION OF LIFELONG LEARNING IN HIGHER EDUCATION
Abstract.
This article examines the shortcomings that prevent the Azerbaijan National
Qualifications Framework (AzNQF) for lifelong learning from becoming an
effective policy tool in the creation of lifelong learning infrastructure in
the country and its impact on the activities of higher education institutions
(HEIs) in the organization of lifelong learning. The reason for focusing on the
higher education level is due to the recognition of the role of HEIs in the
development of lifelong learning at both the national and international levels.
This study used interviews with representatives of local HEIs, individuals
working in the public sector in the field of science and education, as well as
independent experts, and content analysis as research methods.
