Ilham Aghagardash Javadov was born on January 2, 1979 in the village of Khalaj, Salyan district. He went to the first grade on September 1, 1986, and graduated from the Khalaj-1 village secondary school named after I. Ibrahimov in 1996 with a certificate of distinction.

In 1996, he entered to the Engineering Pedagogical Faculty of the Azerbaijan State Pedagogical University, in 2000 he graduated from that faculty with an honors diploma.

In 2000, he was admitted to the master's degree program of Azerbaijan State Pedagogical University, majoring in general pedagogy, history of pedagogy and education, and graduated with honors in 2002.

In 2002, he was admitted to full-time doctoral studies at the Institute of Educational Problems of the Republic of Azerbaijan. In 2006 he defended his candidate's dissertation on the topic "System of work on monitoring and evaluation in secondary schools". In 2011, he was admitted to the doctoral program of the Institute of Educational Problems of the Republic of Azerbaijan and is currently working on a doctoral dissertation on the topic "Pedagogical basics of managing the quality of general education".

By the decision of the Higher Attestation Commission under the President of the Republic of Azerbaijan dated February 22, 2012 (protocol No. 07-k), I. Javadov received the academic title of assistant professor. 

On February 1, 2006, he began his career as a senior researcher at the Institute of Educational Problems of the Republic of Azerbaijan, then on January 5, 2007, he became a leading researcher; from March 10, 2009 to May 12, 2014, he was a leading researcher-coordinator at the Curriculum Center of Institute. From May 12, 2014 to November 22, 2018, he worked as the head of the department, and from November 22, 2018 to February 28, 2023, as director of the Scientific and Pedagogical Research Center.

I.A. Javadov currently works as deputy director of the Institute.

Doctor of Philosophy in Pedagogy, assistant professor Javadov Ilham Aghagardash is the author of 4 methodological aids on monitoring and evaluation in education, education quality management, assessment of student achievements and organization of education in secondary schools, 35 newspaper and magazine articles, 6 theses. Actively participates in the training of highly qualified scientific and pedagogical personnel. Under his guidance, 5 researchers majoring in general pedagogy, history of pedagogy and education are studying in the Doctor of Philosophy program, 2 people have successfully completed their studies and submitted their documents for defense.

In 2021, I.A. Javadov was awarded with the "Tereggi" medal by the head of the country, in 2011 and 2023 he was awarded with the "Certificate of Gratitude" by the The Ministry of Science and Education of the Republic of Azerbaijan and in 2024, by the Sabail regional organization of the New Azerbaijan Party.

In order to study the content and assessment in general education, inclusiveness, recruitment and performance evaluation of teachers, he was on a study trip in the French Republic on April 26-30 and June 7-12, 2015, March 19-25, 2023, and participated in the international education forum in the Republic of Turkey on May 11-15, 2022.

In the 2008-2011 years, he worked as a 0.5-time substitute teacher at the Azerbaijan Teachers' Institute, and since 2022/2023 academic years he has been working as a 0.5-time substitute assistant professor at the Azerbaijan State Pedagogical University.

He was a member of the expert commission (grant competitions I-VI) of the grant competition for Development and Innovations in Education organized by the Ministry of Science and Education.

He is a member of the editorial boards of the scientific-methodical journal "Primary School and Preschool Education" and scientific-theoretical journal "Azerbaijan School" and the deputy editor-in-chief of the collection "Scientific Works" founded by the Institute of Education of the Republic of Azerbaijan.

Since 2014, he is a member of the New Azerbaijan Party and the chairman of the “Zarifa Aliyeva 96” - territorial party organization of the New Azerbaijan Party” of the Sabail region, since 2022.
